STAR TAP NOC Change Management Policy
Scope And Mission
Change Management exists to coordinate and inform customers of all
changes that impact any shared computing system or service under the
direction of the STAR TAP NOC. The overriding goal is to provide a high
level of availability and service to our customers. A definition of
change is "to make different, alter, or modify." Change Management
is the process that protects network services from changes that are
potentially disruptive or have unacceptable risk associate with them.
It is the ongoing process of communicating, coordinating, monitoring,
and scheduling changes to that environment. Change Management has the
responsibility to insure that appropriate documentation, testing, notification
(posting announcement), training (customers and staff), and recovery
procedures are in place for each change requested. All shared hardware,
systems software, application software, or procedural changes which
could impact the STAR TAP environment, and possibly impact service,
are to be presented in Change Management prior to implementation.
The purpose of Change Management is not to question the rationale of
a change, but to insure that all elements are in place, all parties
notified and trained, and the schedule for implementation is coordinated
with all other activities at the STAR TAP network access point.
Objectives Of Change Management:
- To allow changes while, at the same time, maintain or improve service
stability and availability. To increase the probability of success.
- To reduce or minimize the ratio of changes that need to be backed
out of due to inadequate preparation.
- To ensure that all parties affected are informed of planned changes.
- To provide a record of changes implemented to assist with and shorten
problem determination time.
- To ensure that a technical and management accountability for all
changes is identified.
- To assist with the accuracy of predictions of impact, such as response
time, utilization
- To ensure that all affected parties are not only informed, but necessary
documentation and training is in place prior to the implementation.
