About:
In its 6th year, SPEA’s Scholars in Global Citizenship program will explore the city of Hanoi Vietnam while taking a critical eye to the city’s urban environment. A five day excursion to the Sa Pa District in Northwest Vietnam provides not only insight into the lives of Vietnam’s minority populations but allows for comparison between the region’s rural environment and the bustling metropolis of Hanoi.
As one of Asia’s fastest growing economies, Vietnam faces abundant job growth, city expansion and increased access to higher education, health care, and internet access. This explosion of economic growth has also led to policy concerns regarding human health and the environment. The previously unregulated nature of these areas has led to leap frogging, or skipping of some of the policy evolution steps that has been seen in other regulated economies. The unique nature of the SGC program allows for the implementation and effects of these policies to be viewed from both an urban and rural viewpoint.
The course Environmental Policy and Management in Vietnam, taught by program director Professor Marc Lame, will address the issues of space as Vietnam continues to face explosive economic growth. Additionally the course will address the structure of Vietnam’s government and the population control policy, an important factor in measuring future growth. These discussions of space, and the control of space, will enhance discussions regarding comparative environmental policy, climate change and the risk of vector-borne diseases, and natural resource management.
The program, a spring registration, will begin at IU with four meetings during the spring semester. These will occur on March 23 and 30, and April 6 and 13, 2012. Students will depart from Indianapolis International Airport on June 21, 2012 and return July 15th.

Who may apply?
This course carries Honors credit with the Hutton Honors College and SPEA Honors Program and is open to undergraduate students only. Juniors and seniors are preferred; sophomores are welcome to apply.
In Hanoi students will stay at the Ministry of Defense Palace Hotel (MOD Palace) located near Hanoi’s ancient capital and minutes from the Red River. Students will be placed two per room. The MOD provides breakfast and Wifi facilities.
During the five day excursion to the Sapa district, students will spend a night in ethnic housing. The other evenings will be spent at the Hoang Gia Sapa Hotel.
