International terrorism subject of forum Feb. 22

Legal and terrorism experts will examine how terrorists have pushed legal systems at home and abroad into uncharted waters in a forum entitled, “From Pipe Bombs to Ph.D.s: International Terrorism in the 21st Century” on Saturday, Feb. 22, on the IUPUI campus. The forum will begin at 8:30 a.m. and is sponsored by the Indiana International and Comparative Law Review at the IU School of Law-Indianapolis.

The student-run publication chose the topic because of the critical legal dilemmas terrorism poses, said Dana Johnson, a member of the law review. Consider, she said, the legal implications of assassination as an anticipatory self-defense, or the question of how combatants should be treated when they aren’t fighting for a nation, but for a cause. “Terrorism is pushing everyone and the legal field in particular, into unexplored territory,” Johnson said.

The experts will discuss “International Responses to Terrorism,” “Legal Perspectives on Trying Terrorism,” and “Current Developments in International Terrorism.”

Speakers are from America, England, Israel, Australia, Bangkok, Thailand and Belgium. They include Desmond Derrington, a former justice of the Supreme Court of Queensland, Australia; Emmanuel Gross, who served in the Israeli Defense Forces for 25 years before becoming a law professor at Haifa University; Purdue’s Louis Rene Beres, who publishes widely on matters relating to terrorism, nuclear terrorism and nuclear war; and Jan Wouters, director of the International Law Institute at the Catholic University of Leuven, Belgium.
