1996 - 1997 BUDGETARY ADVISORY COMMITTEE CHARGES 1. Continue to monitor the effects of RCM on the library budget. 2. Continue to work in coordination with the Faculty Standards Committee on issues flowing out of the Departmental Faculty Development Grant retreat that affect the faculty salary policy or the faculty salary budget. 3. Continue to investigate and make recommendations on options and strategies for revenue development for the IUB Libraries. 4. Continue to accomplish other duties as specified in the By-Laws: A. Serve as an advisory body to the Dean of the University Libraries on budgetary matters. B. Review the annual budget for the IUB Libraries. C. Analyze the cost factors related to areas of IUB Libraries activities. D. Recommend priorities of action in the event of mandated budget reversions or reductions, or significant increases of budget allocation. E. Serve as the consultative committee to the Dean of University Libraries for annual library faculty salary budget allocation. 1996 - 1997 COLLECTION DEVELOPMENT COMMITTEE CHARGES 1. General Fund A. Make recommendations concerning disposition of backfiles of canceled Fund 39 serials titles. B. Review and clarify guidelines and allocation or Fund 39 monograph purchases and discuss these with Fund Managers. 2. In consultation with the Fund Managers, decide whether to continue the strategy of providing support to the Database Fund (Fund 30). If funds are taxed, the burden should be equitably distributed. 3. Begin work on the development of a web site for information about collection development/management. This work should include recommendations regarding content and site management. 4. Continue to accomplish other duties as specified by the By-Laws: A. Serve as an advisory body to the Collection Development Officer in reviewing the libraries' collections. B. Review and recommend to the Dean the allocation of the library materials budget to the research, instructional, and service needs of the university. C. Review policies and procedures in the collection development process. 1996 - 1997 CONSTITUTION AND BY-LAWS COMMITTEE CHARGES 1. Review all changes in the Constitution and By-Laws since 1991, compare them to information currently in the Bloomington Library Faculty Handbook, and initiate distribution of revised pages for the handbook as needed. 2. Continue to perform responsibilities as specified in the By-Laws: A. Regularly review the Constitution and By-Laws of the Library Faculty. B. Prepare drafts for the Library Faculty Council of amendments to the Constitution and By-Laws. 1996 - 1997 CONTINUING EDUCATION COMMITTEE CHARGES 1. Continue to sponsor the Research Round Table on a regular basis, working with appropriate other individuals and groups as needed. 2. INforum series A. Continue to work on the UCS/ Libraries INforum Series. B. Investigate directions to go with INforum in relation to changes in UCS since the program was first initiated. 3. Continue to sponsor RAP (Reports on Activities in the Profession) Sessions. 4. Horizon implementation A. Continue Horizon training work, and B. Explore continuing education needs related to Horizon implementation. 5. Continue to accomplish others duties as specified by the By-Laws: A. Plan continuing education programs. 1996 - 1997 ELECTION COMMITTEE CHARGES 1. Continue to work on the Election Committee Manual. 2. Continue to modify the committee preference form to reflect current committee structure. 3. Continue to accomplish other duties as specified by the By-Laws: A. Library Faculty Council election 1. Issue a call, in writing, to each member, on or about April 1, nomination of members to the Library Faculty Council. Nominations will be closed ten calendar days after the date of the call. For each vacancy, each member may nominate one eligible member. It shall be the responsibility of the Election Committee to obtain the consent of each nominee. 2. Within ten calendar days after the close of nominations, prepare and distribute to each member a deadline-dated ballot listing nominees who have received at least three nominations. Ballots shall be returned in sealed envelopes with the name of the member appearing in the upper left corner of the envelope. 3. Verify the validity of the ballots and tally the votes seven calendar days after the ballot deadline date. Ties shall be resolved by lot cast by the tied contestants in the presence of the committee. 4. Publish the results of the election and certify the tabulation of votes cast to the Secretary of the Library Faculty Council. B. Bloomington Faculty Council During the second week in *September* (anticipated change from "November" coming to vote this fall) conduct a preferential primary to slate nominees for the at-large and unit representatives to the Bloomington Faculty Council. C. Committee Preference/Interest Forms 1. During the first week of February issue a request in writing from each member for committee preference/interest for the forthcoming year. 2. Compile this data and make it available to the Library Faculty Council by April 30. 3. When new members of the library faculty are appointed after February, the Personnel Librarian will give them a committee preference form to complete which will then be forwarded to the Secretary of the Library Faculty Council. 4. The committee will present a slate of potential BLFC Committee members to the BLFC Secretary in June for discussion by the meeting of old and new councils in July. D. Indiana University Library committees The committee will prepare for the Library Faculty Council by April 30, slates of nominees for the following: 1. IUL Sabbatical Leave Committee 2. IUL Promotion and Tenure Committee 3. IUL Faculty Standards Committee *4. IUL Faculty Review Board* (anticipated addition coming to vote this fall) E. Conduct all other elections as required by the Library Faculty Council or the library faculty. 1996 - 1997 FACULTY STANDARDS COMMITTEE CHARGES 1. Continue to work in coordination with the Subcommittee on the Annual Review Process on issues related to their review of the job performance process. 2. Expand on the work of last year's Faculty Standards Committee regarding issues surrounding librarians who teach. Particular attention should be paid this year to the concerns of librarians who teach in various academic departments and schools. Analyze how problems uncovered might be remedied and determine how best to deal with the information ascertained from surveys and other information-gathering forums. 3. Investigate the issues surrounding the solicitation of letters of support for Promotion and Tenure candidates. It is anticipated that solicited letters may become of increasing importance as more candidates elect to omit annual reviews from their dossiers. 4. Review the current salary policy and the role of the Budgetary Advisory Committee in setting salaries. 5. Continue to accomplish other duties as specified by the By-Laws: A. Review existing guidelines for work responsibilities, privileges and salaries and make recommendations where appropriate. B. Review existing appointment and promotion and tenure criteria and make recommendations where appropriate. C. Review existing methods for evaluation performance and make recommendations where appropriate. 1996 - 1997 SALARY EQUITY REVIEW COMMITTEE CHARGES 1. Prepare guidelines for the third-year salary review. 2. Continue discussion and review of the "Secondary Findings" of the 1994-95 Salary Equity Review Committee (Annual Report, Appendix A, pp. [4-5]). 3. Continue to accomplish other duties as specified by the By-Laws: A. To monitor the accuracy and scope of the salary database of all Bloomington library faculty members, including extra-system library faculty. This database is maintained by the Library Personnel Office. B. To conduct a salary equity review every third year (NOTE: this is the second year of a three-year cycle), identifying salary inequities and making recommendations for salary equity adjustments. The Committee's report to BLFC should exclude any confidential salary equity information, which should be submitted only to the Library Personnel Officer and the Dean of University Libraries.
