Bloomington Library Faculty Council Meeting
Wednesday, April 7, 2004, 3:00-5:00 p.m.
Administrative Conference Room, Main Library
Members present: Becky Cape, Diane Dallis, Erika Dowell, Marion Frank-Wilson, Elizabeth Johnson, Frank Quinn (recording), Andrea Singer, Nonie Watt

1. Bloomington Library Faculty spring meeting (Cape): Becky Cape asked Council for input on the best time for the spring meeting, in light of the upcoming discussion of the Promotion & Tenure Review document at Librarians' Day on April 23. Andrea Singer suggested early May, and Becky Cape agreed to ask Shawny Taysom to set up a meeting then.
2. Proposed Revisions to Indiana University-Bloomington Libraries Salary Policy for Library Faculty, Budgetary Advisory Committee (Dallis): Diane Dallis invited discussion of proposed changes to the Salary Policy, mostly in the context of the revisions to Peer Review as described in "Peer Review in Annual Merit Evaluation for the Purpose of Salary Increments" (revisions approved 5/7/03). Dallis distributed a handout delineating the proposed changes, which were discussed and tentatively approved by Council. Erika Dowell agreed to review the document prior to formal approval.
3. BFC report (Johnson):
Meeting of March 23
- There was a discussion of Peoplesoft problems in the context of online student registration; the software recognizes only one name, creating difficulties for many students but disproportionately so for those in the School of Music and for women students.
- BFC also discussed the university's peer-to-peer file sharing policy, this in the context of the then-anticipated "John Doe" suits filed by the RIAA against IU students (see http://filesharing.iu.edu/).
- It was reported that the External Relations Committee was working on "re-energizing" itself, to return to its earlier work regarding lobbyists and related issues.
Meeting of April 6
- Chancellor Gros Louis spoke at this meeting on upcoming retirees: Moya Andrews, Ben Brabson, and Ann Bristow.
- There was also a discussion regarding IU's Conflicts of Commitment draft policy (at http://www.indiana.edu/~bfc/docs/AY04/circulars/B41-2004.htm), which will be remanded to the Faculty Affairs Committee for further discussion.
- The Family Leave Policy comes up for renewal in June, 2004. The proposal from the Fringe Benefits Committee is to renew it for another year but to increase coverage from 75 percent to 100 percent paid leave.
- The Fringe Benefits Committee led a discussion on the Indiana Tuition Exchange Program; two models were considered: an exchange program between IU and Purdue and a program linking all Indiana state-supported schools.
- BFC approved a recommendation from AAUP on re-funding for HR 3077, section 633 ("International Studies in Higher Education Act")--for Title VI programs.
- There was also discussion of the IU Research and Teaching Preserve (the Griffy Woods Preserve), specifically regarding problems of access by faculty and their students. Council approved a resolution in support of enhanced access.
4. Archives of the BLFC (Dowell): Erika Dowell led a discussion about the BLFC Archives. Councilor Becky Cape, in attendance, is a past Archivist, and explained some of the history of this position. Ellen Rudolph preceded Becky as Archivist and had served for a number of years. The current Archivist is Wen-ling Liu, and the current archival collection is now maintained in a file cabinet. Further discussion led to agreement that the Archives suffer from a lack of consistency in what is placed there, in the difficulty in accessing it, and other concerns. Dowell agreed to convene an ad hoc committee to consider these issues, sometime this summer (Elizabeth Johnson and Nonie Watt agreed to help on this committee).
5. Dean's report (Hemmasi):
The "Resolution on Journals, Databases, and Threats to Scholarly Publication" was passed by the BFC on March 2.
Dean Thorin and Lynn Hufford are working on funding aspects pertaining to the Common Databases program. They also met briefly last week with the Board of Trustees to discuss this initiative.
In early May, two consultants from the Association of Research Libraries will meet with the libraries' strategic planning group.
Dean Thorin and Brad Wheeler will be making a presentation before the Coalition for Networked Information on the integration of OnCourse with library resources, called by Wheeler the "Twin Peaks" model.
Recruitment report
- Personnel Librarian - Search and Screen Committee for this position will have its first meeting April 8.
- Metadata Librarian - this position has changed from being a part of Technical Services to being in the Digital Library Program; first meeting of the Search and Screen Committee for this position is April 7.
- Director of Public Services - the Search and Screen Committee for this position has met and sent out requests for letters of reference.
- Head of the Music Library - interviews are being set up.
- Associate Director, Digital Library Program - closes April 15.
- (Science Librarian Position) - posting for this position should go out April 7 with a May 15 closing date.
- Puzzles Curator - this position is now posted.
- There are also two staff positions posted-one in Customer and Access Services, the other in Technical Services.
Budget
There is no budget report as yet; budget information is expected by late this week and will be communicated very quickly.
Space & renovation issues
- Lilly Library entrance - Progress has been made on an ADA-compliant design
and a cost estimate has been received.
- IC2 (Information Commons Loft) - The Dean met with people from the architect's office (also to discuss the Main Library Lobby coffee bar, the Research Commons project, and the Journalism Library renovation); IC2 may be open as early as Fall '04.
- Lobby coffee bar - Plans are secure; RPS will provide food and drink, and it should be open be mid- to late- July.
- Research Commons - The RC is still at the conceptual stage; there's still no funding as yet; architects are drafting a generic layout.
- Journalism Library - The School of Journalism is paying for this renovation, which will result in a dramatic collection reduction by early Fall semester.
- Archives - The Master Plan has the University Archives on the 5th floor of the West Tower, which is now "empty." Meetings have been set up with campus administrators to discuss this project.
