3. CECIL K. BYRD

Cecil K. Byrd, IU librarian emeritus, died Wednesday, April 16, in Bloomington, Indiana.

Cecil Byrd earned both his master's degree and his Ph.D. from Indiana University. He was appointed curator of rare books and special collections at IU following his graduation, but his work was interrupted by the Second World War. In 1956 he persuaded J.K. Lilly, Jr., to give his collection of rare books and manuscripts to the university, helped to negotiate the Lilly Library's relationship with the Lilly Endowment, and was actively involved in the design and construction of the Lilly Library. Byrd was librarian adviser to the National Institute of Administration in Jakarta; building consultant to the National Institute of Development Administration in Bangkok, Thailand, and at the Islamabad University in Pakistan. He was also academic consultant to King Abdul Aziz Univ ersity in Jeddah, Saudi Arabia, among other consultant positions.

Dr. Byrd held the position of University Librarian from 1964-1972, when he accepted the position of Dean of Faculties of the American University of Cairo. He was named president of that university in 1974 and served until 1977, when he returned to IU as professor and librarian at the Lilly Library.

He was also the author of several books and numerous articles for professional journals. His most recent book was about Abraham Lincoln, and was based on an exhibit Byrd prepared with Ward W. Moore which was featured in the Lilly Library in 1966.

There will be no funeral, but there will be a memorial service at the First Methodist Church at 2:00 p.m., Sunday, April 27.

3. GOVERNMENT PUBLICATIONS UPDATE

IMPLEMENTATION OF L.C. FOR NON-U.S. PUBLICATIONS

GPD would like to express publicly our thanks to the many individuals involved in working through the initial procedures and workflow issues involved in the implementation of Library of Congress classification for cataloging publications from State, Loca l, Foreign Governments and International Governmental Organizations. It is a project/decision that will take considerable time by the staffs in IOCM, MPS, Preservation, and Serials, as well as Government Publications and we acknowledge with appreciation everyone's efforts. We will keep you posted as the project(s) progress. If any questions arise, we hope you will contact us.

SERIALS CONVERSION

As recommended by the GPD Review Task Force Report, we are pleased to announce a joint project for conversion of all manual records for serials on subscription (Post Index Records) to online serials control. The project will involve the staff of both the Government Publications and the Serials Departments. To expedite the project, a vacant position in Government Publications will be assigned to the Serials Department for the duration of the project. The position will work directly in the Procurement/Receipt unit to do the conversion, perform related serials control functions and serve as contact person with the Government Publications Department. The publications from State, Local and Foreign governments and International Governmental Organizations will be classified with L.C.; U.S. publications will continue to use the SuDocs Classification System. The project will significantly enhance the visibility of government information in IUCAT, since approximately 60% of government publishing is Serial.
