1. Evidence familiarity with a wide variety of instructional strategies, resources, and organizational plans, and select and implement them appropriately to realize instructional objectives.

2. Prepare a set of broad goals and more narrow instructional objectives for a given learner(s) which is consistent with your philosophy of reading.

3. Describe a given learner's cultural, physical, psychological, and educational characteristics.

4. Identify relevant sources of information which will add to the learner's profile.

5. Be familiar with and demonstrate competence in using a variety of diagnostic instruments to collect pupil performance data.

6. Demonstrate competence in using a variety of means to assess reading ability.

7. Evidence well thought out beliefs about what reading is in terms of a child's personal growth in a literate society.

8. Use literature in the field to answer questions, solve problems, and plan instructional decisions.

9. Gather data needed for evaluation, review each instructional decision, and revise instruction in light of data collected during implementation.

10. Follow the appropriate procedure to refer students to agencies and individuals for future diagnosis and/or special help.
