Situation I: [A]~느라고 not [B] = Because [A], not [B]
One is at odd with what s/he is actually supposed to do [B] because s/he is engaged in another situtaion [A] at the expense of [B].
(1) Sp 1: 어제 스티브씨 생일 파티에 왜 안 왔어요?
     Sp 2: 서울에 계신 부모님하고 오랜만에 전화하느라고 못 갔어요.

 (2) Sp 1: 숙제 다 했어요?
      Sp 2: 아니오, 어제 야구 시합 보느라고 못 했어요.

Situation II: [A]~느라고 [B]

[B] is at odd with an issue raised in the context, because of [A]
(1) Sp 1: 집에 전화했는데 없던데 어제 어디 갔었어요? [The issue: being at home]
     Sp 2: 공부하느라고 도서관에 갔었어요 [집에 없었어요].

(2) Sp 1: 요즘 어떻게 지내세요? [The issue: normal well-being]
     Sp 2: 한국어 공부하느라고 정신없어요/바빠요. // 요즘 iPhone 가지고 노느라고 너무 재미있어요 [Extra-ordinary].
