CAGS sponsored the teaching of a new seminar at the IUB School of Law called "Counterinsurgency and Rule of Law Operations." Professor David P. Fidler taught this new seminar on top of his full teaching load in order to address an increasingly pressing issue in counterinsurgency efforts. In this seminar, students prepared a preliminary legal planning document for possible counterinsurgency operations by U.S. civilian and military personnel in Zimbabwe. This seminar, and the report produced by the students, caught the attention of lawyers at U.S. Joint Forces Command (JFCOM) working on rule of law issues in complex operations.

Professor David P Fidler was invited to talk about this seminar at a JFCOM conference on integrated rule of law efforts on February 1, 2008, and he has remained involved with the JFCOM rule of law efforts. In the Spring 2008 semester, students from this seminar who will become officers in the Judge Advocate General Corps presented Professor Fidler with a commemorative plaque in appreciation of the educational experience the seminar provided them.
